What Is TANF?

Temporary Assistance for Needy Families is the programme most people still call welfare. It pays cash, monthly, to families raising children on very little, and unlike SNAP the money is not tied to one kind of spending: it goes on rent, clothing, a bus pass, whatever the month demands. It is temporary by design — federal law caps lifetime receipt at sixty months, and many states cap it lower — and it comes with work requirements that also vary by state.

Why TANF Rules Vary So Much by State

Because it is a block grant. In 1996 the old entitlement was replaced by a fixed sum handed to each state, with wide latitude over how to spend it. A state sets its own payment level, its own income and asset limits, its own time limit and its own work rules, and states have used that latitude in very different directions.

The practical result is that a family's answer depends on a border. The same household, with the same children and the same income, can be comfortably eligible in one state and refused outright in the next. That is why no page can responsibly quote you a figure without knowing where you live, and why this one sends you to your state rather than guessing.

The Basic Requirements Almost Every State Shares

Three things hold almost everywhere, and they are what this page screens:

  • A minor child in the home, or a pregnancy. TANF is assistance to families, not to individuals; an adult living alone is outside it almost everywhere.
  • U.S. citizenship or a qualifying immigration status. Federally funded TANF applies a five-year waiting period to many qualified immigrants, though a number of states cover that gap from their own budgets.
  • A low income, by the state's own measure. This is the one that cannot be checked here: some states cut off well below the poverty line, others are more generous, and the difference between them is not small.

It is accurate about what it claims, and it claims less than the other pages here on purpose. It can tell you whether the nationwide factors are met, and it can send you to the right office.
